Abstract

This study looks at the potential and problems in community economic empowerment through improving and reinventing the tourism business in Toapaya Village, Bintan Regency, Riau Islands through work plan design planning that combines the Tourism Awareness Group (Pokdarwis) with village-owned enterprises (Bumdes) through cross-village and Neighborhood RT assistance as well as promotional assistance by the Tourism Office and financing assistance by the Community Empowerment Office. Several limitations, including land ownership of tourist destinations, the impact of covid 19, and not optimal community participation, are obstacles that require special strategies. This study was conducted through FGD and obesrvasion methods and interviews with tourism actors in Toapaya Village. This study shows the need for the preparation of a MoU between the village government and community groups, village-owned enterprises (Bumdes) and Pokdarwis, as well as the preparation of HR training strategies through training packages by the Tourism Office of Bintan Regency and the Village Community Empowerment Office of Bintan Regency.
